Chapter 19, q13 - the answer should be that light reflecting off successive ridges will have constructive intereference if the path difference is a whole number of wavelengths.
The path difference is twice the width of the scale (there and back) therefore 2 x width = 2 x 220 nm = 440 nm wavelength will have constructive interference - bright blue.
It will be bright because it is reflecting sunlight - a higher intensity than absorbed and re-emitted light.
